ON late evening of August 21, the Union Ministry of Home Affairs ( MHA) issued a official Obituary as regards the demise of former Prime Minister, Atal Bihari Vajpayee who though breathed his last on evening of August 16. The official Obituary got issued only after this writer-advocate filed an online RTI with both the President’s Secretariat and Prime Minister’s Office on the morning of August 21 itself. Pertinent to mention that on late evening of 16 August i.e. just few hours after the formal declaration of the death of former Prime Minister AB Vajpayee by AIIMS, Delhi , the MHA issued a (public) notification in the Gazette of India which mentioned that Government of India announces, with profound sorrow, the death of former PM AB Vajpayee. When this writer perused that notification, he was highly surprised as it was not accompanied with requisite official Obituary which is integral part of such a notification relating to official announcement of the death of a serving or former Constitutional functionary like President, Vice-President, Prime Minister, Governor. Such Obituary note mentions briefly the life sketch and public profile stature of the deceased constitutional functionary. This complete notification is signed by none other than Union Home Secretary. When this writer checked similar public notifications as regards death of former Prime Ministers PV Narsimha Rao, Chandrashekhar and VP Singh in Dec, 2004, July, 2007 and Nov, 2008 respectively all of them duly carried such official Obituary. Even the same as regards demise of former President of India dated 27 July 2015 carried the same. Now amidst all this, this writer seriously wondered how this faux-pas/goof-up happened. Be that as it may, when after for five days since this writer repeatedly tweeted in this regard to President Sectt, Prime Minister’s Office, Union Home Minister and others on their official twitter handles so that this grave omission can be brought to their kind notice so that it gets duly rectified but no unfourtunately action was taken, then yesterday he preferred an online with Prez Sectt and PMO whose consequence is that the same evening itself the requisite Obituary has been duly issued and notified in the Gazette of India but only after a gap of five days. However, interestingly, the same Obituary is still not available (read accessible), at least on, the official website of Governement of India carrying all sort of notifications issued by it till date, as regards former PM Inder Kumar Gujral, who dies on November 30, 2012. Only a public notification got issued by MHA in this regard in the Gazette of India dated December 1, 2012. At the time of writing, this writer has sought a copy of the same under RTI from the MHA which is still awaited.
